Maggie Gunther Osborn Appointed by PBC Board to Lead Organization
Baltimore, MD, May 12, 2025 – The Board of Directors of Pro Bono Counseling (PBC) is pleased to announce the appointment of Maggie Gunther Osborn as the organization’s new Executive Director, effective May 27, 2025. Maggie will lead PBC through this important transition and continue its goal to ensure accessible mental health care for all Marylanders.
“Maggie’s strategic vision and extensive experience in social sector leadership and philanthropy makes her an ideal choice to lead the organization forward,” stated PBC Board President Eboni Barksdale-Smith. “Her expertise will be instrumental in strengthening our impact and expanding our reach in Maryland.”
Maggie Gunther Osborn is a seasoned leader with over 30 years of experience across philanthropy and the social sector. Most recently, she served as VP of Network Engagement at First Book, a social enterprise dedicated to ensuring all children have access to quality education. She founded her consultant firm MGO Partners in 1999 and continues to advise philanthropic efforts and institutions.
Her leadership experience includes serving as President and CEO of the Maryland Philanthropy Network, Chief Strategy Officer and SVP of United Philanthropy Forum, and executive roles in multiple philanthropic organizations across the East Coast. She holds a master’s degree in leadership and philanthropy from Antioch University and a BA from Notre Dame of Maryland University.

Maggie succeeds Interim Executive Director Roxanne Melgar, LCSW-C, who has led the organization since September 2024. PBC’s board and staff extend their immense gratitude to Roxanne for her commitment to maintaining services and supporting the organization through the transition.
An extensive hiring process, conducted in partnership with an executive search firm and a committee of board members, led to Maggie’s selection for this leadership role.

Founded in 1991, Pro Bono Counseling (PBC) is a nonprofit 501(c)(3) organization committed to ensuring accessible mental health care for Marylanders with limited resources. By connecting individuals and families with licensed volunteer mental health professionals, PBC provides free counseling for concerns such as stress, anxiety, grief, life transitions, and relationship challenges.
PBC’s vision is to make quality mental health care available to all in Maryland. With a network of more than 900 licensed volunteer counselors specializing in diverse areas, PBC offers services statewide—both in person and via video conferencing. In the past year alone, volunteers donated more than 12,000 hours of counseling to 1,817 clients across the state. Additionally, PBC operates a WARMLine, staffed by trained mental health professionals, providing immediate support and connecting callers to essential resources.
